Almost every Korea tax refund guide online is written around Incheon Airport and Myeongdong. If you’re leaving from Gimhae Airport or Busan Port, the layout and the queues are different. This guide covers only the rules you’ll actually use when you shop in Busan and fly or sail out of Busan.

VAT is 10%, but refund operators take a fee, so you’ll typically get back about 5–8% of what you spent, with bigger purchases landing at the better end. As a rough guide from common operator brackets: KRW 50,000 returns about KRW 3,000–3,500, KRW 100,000 about KRW 6,000–7,000, and KRW 200,000 about KRW 12,000–12,500. Brackets differ slightly between Global Blue, GLOBAL TAX FREE, Easy Tax Refund and others; the “Refund Amount” on your receipt is what counts.
Duty-free and tax-free are not the same thing
- Duty-free shops: prices already exclude tax, so there’s no refund to claim. Shinsegae Centum City and Lotte Seomyeon in Busan work this way; compare them in our Busan duty-free and department store guide.
- Tax-free (tax refund) stores: prices include tax and you claim it back with your passport. Olive Young, department stores, big supermarkets and many fashion brands fall here, marked with a “Tax Free” sticker at the door or register.
Three ways to claim, and which to use in Busan
1. Instant refund (use this whenever possible)
Show your passport at checkout and pay the tax-deducted price on the spot. No forms, no airport queue. In Busan you’ll mostly use it at Olive Young, Lotte Mart, E-mart and some department store counters. The step-by-step and worked examples for Olive Young are in our Olive Young tax refund guide.
Watch the two caps: over KRW 1M in one purchase, or over KRW 5M in instant refunds across the trip, and the store has to issue a paper form instead, which means one of the two methods below.
2. Downtown refund
Some department stores and malls have refund desks or kiosks where you can get the money back before you leave. Two conditions people miss:
- You must leave a credit card as a guarantee; cash payouts put a hold of about 1.1× the refund on the card.
- You still have to scan the form or get a customs stamp at the airport to prove you left, or the hold is charged for real.
Busan has far fewer downtown refund points than Seoul, and hours vary. Ask at the foreigner service desk of the department store you shop at; if they can’t do it, handle it at the airport.
3. Airport or port refund
Bring your paper forms and process them on departure day at Gimhae Airport or Busan Port. This is the most common method in Busan and the one people get wrong most often, so here it is step by step.
Gimhae Airport tax refund: location and the right order
Gimhae’s international terminal is much smaller than Incheon. Walking distances are short, but there are fewer counters and peak-hour lines still build up.
Where and when
- Refund counter: international terminal 2F departures hall, near Gate 4
- Staffed desk: about 06:30–21:00
- Self-service kiosks: 24 hours
- Payout: cash in KRW (the staffed desk also pays USD and JPY), Alipay, and WeChat Pay at the kiosks, or back to your credit card
Counters move occasionally; follow the “Tax Refund” signs once you’re inside.
The right order
- Arrive at least 2.5 hours before departure, plus 30 minutes if you expect a customs check.
- Before check-in, scan your passport and every refund form at a kiosk.
- If the kiosk says an item needs customs confirmation (usually refunds of KRW 75,000+), take the unopened goods to the customs desk to be inspected and stamped.
- Only then check in and drop your bags. This is when skincare liquids can go into your checked luggage.
- After security, collect cash as directed. If you chose a card refund, there’s nothing more to do.
The classic failure is checking your suitcase first, then having nothing to show customs. Items under the KRW 75,000 refund threshold that the kiosk doesn’t flag can be checked straight away.
Busan Port (ferries to Japan) refunds too
If you’re taking the ferry to Fukuoka, Osaka, Shimonoseki or Tsushima, the refund counter is on the 3rd floor of the Busan Port International Passenger Terminal. Same rules as the airport: refund first, then board check-in. Counter hours follow the sailing schedule, so check ahead for very early or late departures; kiosks and the refund mailbox are the fallback.
5 reasons refunds fail
- No passport while shopping: copies and phone photos usually aren’t accepted. Carry the original.
- Opened or used goods: items that need inspection must be unused. Even trying one sheet mask from a pack is a risk.
- Someone else’s card: the cardholder and the passport holder must be the same person.
- Leaving after 3 months: the form expires.
- Wrong mailbox: forms that weren’t scanned, stamped or filled in won’t pay out. Mailboxes are separated by refund company, so check the name before you drop it in.
Cosmetic procedures: no refund in 2026
The special VAT refund for foreigners’ cosmetic surgery in Korea ended on December 31, 2025. A bill to extend it to the end of 2027 is in the National Assembly but hadn’t passed as of September 2026. Too much shopping? Three fixes
Every tax refund plan ends the same way: too many bags on the last day and a light-rail ride to Gimhae with two suitcases.
Ride straight to the airport: from Seomyeon or Haeundae, public transport to Gimhae means a transfer. A booked pickup drops you at the departures door, and you can spend the saved energy on the refund queue.
